With all the talk about the very real need to protect the security of customer information and an enterprise’s data, it can be easy to forget the reality of in-person threats to a retail establishment. Theft and other forms of shrinkage are no small matter — in 2014, retailers reported average shrinkage of 1.4 percent, according to the most recent National Retail Federation/University of Florida National Retail Security Survey. That equates to $44 billion.

Shoplifting and organized retail crime represented 38 percent of inventory shrinkage for the 100 retailers that participated in the survey; in 2014 the average dollar loss was $318 per shoplifting incident. Criminals gain access in any number of ways; some brazenly walk in during operating hours while others break in while the store is closed.

How to implement smarter employee theft detection

No retail business wants to believe that they might be subject to theft from their own employees. Unfortunately, it is a very real problem. It might be stealing items on their person, or exploiting employee discount privileges to significantly reduce the price – either way, employee theft can account for as much as 28 per cent of unexplained inventory loss globally, according to the recent Global Theft Barometer Report.

In order to prevent it, it is first important for employers to be aware why employees might feel the temptation to steal – from financial pressures in their personal lives, to general disgruntlement with their employers. But irrespective of the emotional reason that causes employees to consider stealing, it all boils down to something very simple: they think they can get away with it.

A deterrence, of course, breaks the urge to do so. Whilst establishing predetermined consequences of theft will of course work to an extent, implementing a sophisticated detection system is arguably the most effective deterrent. Prevention is the best form of protection when it comes to retail shrinkage.

Loss prevention managers should know that the strength and quality of their teams can be directly proportional to the results achieved by team efforts.

Some of the most rewarding experiences in my work life have involved building teams. It has always been my opinion that the strength and quality of your team is directly proportional to the results.

With responsibility for loss prevention, new store development, and service operations, my primary function at work is leading teams of individuals to success. After 20+ years of retail experience, I thought I understood loss prevention team leadership. But in raising and coaching my son, I learned some things that have changed the way I view my teams at work.


NON-TRADITIONAL USES FOR EAS DEVICES

shoplifting3EAS is great isn’t it? For the most part, if someone is stealing product “X,” you slap on a quick tag or label and you see a pretty substantial reduction in shrink (for the most part.… Live in the real world). As my LP career has progressed over the years, I’ve seen EAS change drastically. I’ve also seen what retailers apply EAS tags to change as well. Often times, I scratch my head in disbelief at the ideas that come out sometimes and others, I pull my hair out because we could have been more proactive with tag placement. I’ve also seen some fantastic ideas from my store teams on some not so standard tagging procedures.

I had a store a few years ago that were consistently losing their register keys. We later learned that an employee was stealing them and was coming into the store during busy times and just helping themselves to cash in the unattended registers. It took a few months and over $7,500 to put the pieces together before we had an idea of what was happening. That’s a very expensive lesson to learn; especially when there is quite literally, a $0.5 solution.

All of our register keys have a small hole in the top, so they can be hooked to a lanyard for the cashier supervisor to carry around. After our theft incident, we used a pencil tag through that hole to make it less appealing to try and steal the key. Granted, the thief could take it to the service desk and remove the EAS device, but that requires a few more steps that most are not willing to take. As a matter of fact, since taking this one proactive measure, we’ve never had to replace a “lost” register key. For us, it seems to be a great way to maintain a solid key control procedure.

After using some EAS tags on these keys, it really got me thinking about what else is a potential risk in our stores that we don’t secure, but should. The list is virtually endless if you think about it. The next big item that we began securing with EAS hard tags was our handheld units (Symbols/Telxons). A few of our stores fell victim to an eBay thief a few years back, in part due to the ease of removing them from ours store. Since running an Alpha tag with a lanyard through them, we hadn’t lost a single one to theft.

We also have a lot of in-store use only type items (think step-ladders, folding carts, dollies…). As part of our risk mitigation efforts, we utilize EAS tags on all of these items. While they often have to be used outside of the store; the idea that when they do go out, our greeter becomes aware that they are going outside and can better keep track of our in store equipment. You wouldn’t believe how many times someone has stolen a hand truck, or pallet jack from me…

The bottom line is that EAS can be used to protect much more than just your inventory. There are dozens of items inside your four walls that cost you money that dishonest people would just love to take. Why go out and spend any more money that you have to in order to protect your supplies when the answer is already in your store? I’m all about leveraging available resources to accomplish your goals and this is just another item in a skilled LP manager’s tool belt.


Why EAS Makes Sense For Your Business

Video surveillance is  big business.  From law enforcement using closed-circuit television (CCTV) cameras to protect the citizens of this country to retail stores protecting their merchandise, video surveillance has become the main choice for many big and small businesses to use in their businesses. For retail stores to prevent shoplifting the use of EAS systems have become the norm,  and among other anti theft devices, closed-circuit television (CCTV) cameras are a must for every retail business around the world.


Police: Nun caught on camera shoplifting

BRIAR CREEK, Pa. — A 78-year-old nun in Pennsylvania was arrested for shoplifting $23 worth of toiletries and snacks from a store.

Surveillance video taken Monday at 3:45 p.m. reportedly shows the woman, named Agnes Pennino, taking snacks from a Surplus Outlet supermarket in Briar Creek, Pennsylvania.

Store manager Zane Kishbach said a customer alerted him to the woman.

“Another customer came to me in aisle 5 and said, ‘I’m not sure what I’m seeing, but I think a woman is stealing,’ and she had already left the store by that time, and I went out to pursue her,” Kishbach said.


Salem finance director charged 2nd time for shoplifting

SALEM — The town’s finance director allegedly shoplifted an assortment of clothing at Macy’s a week before she was arrested at the store in a similar case, according to a newly filed court complaint.

Prosecutors have filed charges against Jane Savastano, 48, for allegedly taking numerous pieces of clothing on Feb. 12 and Feb. 19.
She waived arraignment in 10th Circuit Court, Salem Division, and entered a not guilty plea to all charges, according to court papers filed by her lawyer, Patrick Donovan.
Prosecutors recently notified a judge they are seeking a potential jail sentence for Savastano, who has served as the town of Salem’s finance director since March 2005.
Each of the three charges are punishable by up to a year in county jail.
Savastano is on administrative leave from her job and is expected to face a personnel review by the town.
The new charge against Savastano provided few details about the Feb. 12 incident that happened a week before her arrest. She allegedly entered the store on Friday, Feb. 12, around 3:30 p.m., took a number of clothing items “valued more than $1 and less than $1,000” and left without paying.


Police: Dollar General employee theft ring stole $56k worth of merchandise

ELLOREE, SC (WIS) –

An investigation by the Elloree Police Department uncovered an employee theft ring at the Dollar General store on Old Number 6 Highway.

Police say the store’s management reported a loss of merchandise costing more than $56,000 over eight months.

Seven employees have been arrested on charges of felony criminal conspiracy and breach of trust involving more than $10,000. They were booked into the Orangeburg-Calhoun Regional Detention Center where they have posted bail.

According to the arrest warrants, the employees, “while utilizing a scheme, did knowingly, with intent to permanently deprive the owner, remove, carry away or allowed to be carried away, retail merchandise without payment.”

“They would wait until the close of business at the end of the day and they would already pre-load buggies or shopping carts and right when it time to close the business, they would pull those buggies up, pretend to scan the items, and the buggies would be completely full,” Elloree Police Chief Joseph Avinger said. “Then we went back with the video and checked it along with the register tape to see how much money was spent at the register and it would be only a few dollars — $10 to $15 from buggies filled with merchandise.”


 

 

IDENTIFYING COMMONALITIES AMONGST SHOPLIFTERS

shoplifting1Ever notice how so many different shoplifters, from various backgrounds and demographics all share similar characteristics in the manner in which they steal, the product that they steal and the methods used to conduct their acts? Well, I did and it really got me thinking. Why was this so? Is there some large underground shoplifting network where this information is swapped amongst the thieving brethren? Kind of.

A while back, I did a piece on how shoplifters were brainstorming ideas on the blog site, Tumbler. A few searches here and you can find the easiest way to steal from just about any big name retailer, what product was the easiest to steal, and how to steal without being caught. Check it out if you have some time. That led into some research of my own. Shoplifters, especially the frequent flyers, we’re obviously communicating with one another, but I was curious as to where, and how. If you’ve been in the LP industry for a few years now, you agree that there are certain driving factors behind a rise in shoplifting. My two theories (and I have only my intuition to back this up) on the rise are the heroin epidemic that is sweeping through the country and the (almost) decriminalization of shoplifting in some states.

Heroin is a terrible drug. Most law enforcement sources attribute the rise in heroin use to the crack down on prescription opioids. When law enforcement began devoting resources to dry up “Doctor shopping”, it created a vacuum. Heroin filled that void. This highly addictive drug will get a user addicted on the first shot. It’s only a matter of time before the user will lose their job, house, vehicle and resorts to stealing on a full time basis to support their habit. What do all heroin addicts have in common, aside from the obvious? A dealer.

Every day, those addicts must find their dealer to score another hit. At some point, they run into the same faces day in and day out. No one has a job. No one has an honest income. I’ve interviewed several dozen shoplifters over the past few weeks; mostly those suffering from a heroin addiction. They all tell me the same things. When they go out and score their drug, they run into other addicts and they share what stores are the easiest targets, what merchandise most easily stolen, where to take the stolen goods to and even some pretty sophisticated return fraud schemes. Enter the decriminalization of shoplifting.

There’s a reason these people gravitate towards shoplifting and not armed robbery, or another form of criminal activity. It’s easy. There’s high reward and little risk. It also doesn’t help that legislatures across the country seem to be working against law enforcement agencies when new laws are adopted that lessen the penalties for shoplifting, or raise the threshold for felony cases. Several states have recently raised the dollar threshold for felony theft. Why? Too many people were being charged with felonies. Is that really the way to tackle the problem? What if we did away with punishment for murder because too many people are doing it?

I don’t see the rising shoplifting trend to start going down anytime soon. Not until we address some of the root causes of the behavior and start giving out more serious consequences to those who choose to shoplift. Until that day comes, we have to remain ever vigilant to the threat we are faced with each day. It is our jobs to be proactive and to constantly outsmart the criminal element before they have a chance to make off with our profits.

Shoplifting putting the pinch on police, businesses

Shoplifting is a significant problem that costs retailers as well as consumers, and may lead to other crimes, according to Martinsville’s Police Chief.

Shoplifting accounted for a fifth of Martinsville’s total Part I crimes in 2014 – crimes that are the best indicator of the safety of citizens, including violent and property crimes, Police Chief Sean Dunn said. Shoplifting accounted for 92 of the city’s 441 total Part 1 crimes (nearly 21 percent) in 2014.

“This is a significant cost to our local retailers, which certainly translates to a higher cost for all of us. As a result of the large percentage of shoplifting incidents, we decided to tackle this from a department-wide approach and enhance our partnership with the business community,” Dunn said.

The Martinsville Police Department’s initial response included patrol officers making periodic stops at local businesses “to deter unlawful activity and to reinforce with the business community their importance to us,” Dunn said.


Observation skills, quick thinking help prevent shoplifting

About 27 million shoplifters live in the United States today, with offenders spanning generations.

According to the National Association for Shoplifting Prevention (NASP), that means 1 in 11 people have shoplifted. There is no “typical” offender.

“It could be anybody,” said Nathan Hershley, the security supervisor at East Hills Shopping Center. “I’ve personally dealt with (shoplifters) from 14 years old, clear up into their 50s.”

Shoplifters target all types of stores, according to NASP — from drug stores to supermarkets, convenience stores and even thrift shops.

Store employees and customers who shop there play an important role in helping catch anyone suspected of stealing. Staying alert for suspicious behavior and catching the suspect(s) on photo or video can help authorities make an arrest.


Experts say organized crime rings are on the rise. A September survey by the National Retail Federation showed 97 percent of retailers contacted believed they were victims of organized retail crime within the last year. Almost half reported a “significant” increase in such crimes.

Jan. 02–Supermarkets across Central Florida were puzzled after more than $50,000 worth of merchandise vanished from shelves.

It wasn’t the result of closeout deals or the green-haired Christmas villain known as the Grinch making off with cartloads of products from Publix and Winn-Dixie stores. Rather, a posse of Central Floridians pilfered pricey grocery stock such as Crest White Strips and Gillette razors from almost 100 stores.

Security camera footage eventually revealed the coordinated thievery, which led to the arrests of five suspects. The organized shoplifting ring busted in August is part of a growing trend that has stores on their toes, especially with the increases of retail theft around the holiday season.

Let’s make 2016 a more profitable year by stopping losses before they occur. Think of it, as a retailer you run your operation, purchase and then sell the products you offer and try to hold your expenses down. But when you have employees that cause inventory theft, cash theft or any other loss it comes right off your bottom line and out of your pocket. The key is to keep theft from occurring before it happens!

Do you really know who is working for you? It is inexpensive and easy to find out. You should screen EVERY person you hire. Even after 20 years of running pre-employment background checks on people for our clients we are still amazed and what we see. It is not unusual to see drunk driving, theft, assault, shoplifting and even some very violent criminal records. Do you really want people like that working for you? That is like pointing a gun at yourself and hoping it is not loaded. People who are not responsible in life are not going to become magically better because they work for you.

Most states allow a statewide criminal records check. If not then we look in the counties they have lived in.

Another check that should be run is a credit history. This can be done on people that will be handling your cash and other assets. My wife was once the Branch Manager for a large chain of banks. The banks policy was to look at the credit history of the people that they were considering for employment. Their thought process was “If you cannot handle your own money why would we want you to handle the banks or the customers?”

Another check should be to verify that they are not on a sex offender list. Imagine this. You hire someone. They sexually assault a customer or another employee. Even if it is simply alleged and then investigation shows they are on a list. Your liability just skyrocketed.

In the past we could simply say we did not know that they were a sexual predator, criminal, thief…. But that is not the case anymore. The courts have leaned towards the position that it is easy and inexpensive to screen someone so if you do not you may be left in a terrible position both criminally and civilly.

So attack loss in 2016 up front. Get your employees background checked, screen any new employees and then follow up with an annual check. It may just make your year more profitable and one with less headaches.

Looking at your data carefully, you can analyze and probably pin point a few problem areas that are not being addressed, and then you can probably find a solution to the problem or at the least address the problem before it gets out of hand.

Are Retailers Selling Shoplifting Tools?

Boosters are savvy in their methodology of offending. They often find creative ways in which to conceal property when shoplifting—in their clothing, via a special “booster bag,” etc. However, occasionally they capitalize on resources provided by the very location they intend to victimize.

While shopping in a nationally known chain drug store, I found an inexpensive, insulated six-can cooler bag, which appeared to have an aluminum lining, sitting on an aisle shelf out of view of the customer service area. When I saw this, I found it to be an aluminum-lined potential booster bag, the use of which is a felony in many states. This sparked my interest; is it possible that retail locations unknowingly stock booster supplies?

I purchased the cooler bag and went to one of my corporate retail colleagues to test the bag with two different types of electronic article surveillance (EAS) tags; the classic hard tags and UPC-style sticker tags. After a series of tests, I noted the following results:

• Effective in disrupting the UPC-style EAS stickers. I would have to hold the bag flush against the tower for the alarm system to activate.


Police holiday operations see some success

INCREASED PATROLS, SPECIAL DETAILS CURB CRIME

Local police efforts to deter holiday crime saw some positive results.

The Lemoore Police Department conducted a number of special details to prevent holiday crimes and educate citizens to defend themselves.

Cmdr. Maggie Ochoa said police set up informational booths where officers and civilian staff answered questions from citizens and distributed educational handouts about drugs and gangs.

Officers also conducted 39 random checks on registered sex offenders in the Lemoore city limits.

Eight of those offenders were found to be out of compliance or in violation of their registration requirements.

Ochoa said plain-clothed police officers also patrolled areas where there had been reports of thefts, suspected drug use and gang activity.

A large open bag is a common shoplifter tool. It is placed at the thief’s feet, and objects are casually dropped into it. Be on the lookout for the “bad bag” — a paper bag that is dirty and wrinkled. Also keep an eye out for shopping bags that are not from local stores. Preventing this is why many stores staple bags shut. Other stores require customers to leave their bags by the front door when they come in.Anchor
Women sometimes use purses to hide stolen items. There is little you can do to stop women from carrying purses and handbags. The best prevention in these cases is to watch the customers very carefully.Anchor
The baby carriage or stroller is a great tool for shoplifters. There are always blankets, toys, and other things in strollers (including the baby) that merchandise can be hidden under. Some thieves have even built false bottoms in baby carriages.

Merchandise return fraud has seen an increase over the previous year, and retailers now have to deal with this problem after the holidays are over.

Post-Holiday Merchandise Return Fraud

Retail theft statistics show that the vast majority of returns are legitimate and part of doing business as a retailer.

Returns and return fraud are a big issue—and getting bigger. In 2014, $284 billion worth of retail merchandise was returned in the United States,according to the Retail Equation. That represented a 6.2% increase over the prior year, and 2015’s numbers are expected to grow even higher. Brick-and-mortar stores report returns in the 5-10 percent range. E-commerce retailers report numbers averaging 10-15 percent, with returns of apparel running as high as 20-30 percent. The research firm IHL Group estimates that, overall, returns cost retailers 4.4 percent in revenue that is lost on items that can’t be resold or must be discarded.

Within the retail loss prevention community, when returns are mentioned, most focus on return fraud. To be sure, it is a huge issue with volume estimated at $9.1 billion, again according to The Retail Equation. When return abuse is added in, that number jumps to an estimated $15.9 billion. But, as large as these numbers are, it is estimated that return fraud and abuse only make up about 6.1 percent of returns. So 94 percent of all return transactions (equating to $245 billion) are legitimate.


Retailers Estimate Holiday Return Fraud Will Cost Them $3.8 Billion, According to NRF Survey

WASHINGTON, December 19, 2014 – Techniques and processes put in place to thwart criminal activity around retailers’ return policies continue to be put to the test, and with steadily improving retail sales, even more is on the line when it comes to losses from return fraud.

According to the National Retail Federation’s 2014 Return Fraud Survey* completed by loss prevention executives at 60 retail companies representing grocery, department, discount, specialty and small retailers, the industry will lose an estimated $10.9 billion to return fraud this year. Additionally, of those surveyed, retailers estimate $3.8 billion will be lost to return fraud this holiday season alone, up slightly from last year’s $3.4 billion. Overall, retailers polled estimate 5.5 percent of holiday returns are fraudulent, similar to last year’s 5.8 percent.

“Today’s sophisticated technology does well keeping criminals at arm’s length but often isn’t enough to completely stop the unethical practices of organized and individual retail fraud occurrences,” said NRF Vice President of Loss Prevention Bob Moraca. “Return fraud has become an unfortunate trend in retail thanks to thieves taking advantage of retailers’ return policies to benefit from the cash or store credit they don’t deserve. Additionally, many of these return fraud instances are a direct result of larger, more experienced crime rings that continue to pose serious threats to retailers’ operations and their bottom lines.”


Reflects on How a Shoplifting Charge Changed Her Life

Shoplifting consequences that ended a 35-year career in journalism.

On February 11, 2012, officers of the Tucson Police Department cited former Tucson KVOA news anchor Martha Vazquez on a shoplifting charge. According to the report that was filed, Vazquez was cited for shoplifting at the Dillard’s in the Tucson Mall after a loss prevention officer observed her conceal an Eileen Fisher jacket value at $338.00. After she was detained, a search of her belongings also yielded a pair of Kenneth Cole sunglasses valued at $30 that had also been shoplifted.

Vazquez said that after the shoplifting charges ended her 35-year career in broadcast journalism, her life hit “rock bottom.” She resigned her prominent position, sank into a deep depression and left Tucson for Washington State. Now, Vazquez says the time that she spent out of the public eye in Washington after her incident in 2012, was “a healing journey.” She is now back in Tucson; is being treated for depression and says that she wants to help others.

A New Employee Theft Study

An Analysis of Employee Theft at a Specialty Retailer.

When I was a doctoral graduate student at the University of Minnesota during the late 1970s, I began conducting research on employee theft. At the time this was an area of criminology that was virtually unexplored. I found that it was very hard to study this subject then, since few retailers were willing to let a social scientist have full access to the records on this subject. Over forty years later, the scholarly literature on dishonesty in the workplace is still understudied and poorly understood despite the best efforts of a handful of researchers.

As such, I am always on the lookout for new and cutting-edge research on this topic. This month I wish to share the results of a quality employee theft study that was recently published as a doctoral dissertation. The author is Dana N. Baxter. She completed her research while studying under Dr. Dennis Giever at Indiana University of Pennsylvania. She finished her dissertation this past spring and graduated in May. She is presently an assistant professor at Davis and Elkins College in West Virginia.


A Snapshot of Employee Theft in the US

The majority of employee thefts are occurring in organizations with 500 employees or less. The sizes and types of thefts vary by industry, but smaller organizations across the spectrum exhibited high incidences of embezzlement overall.

The unfortunate reality of employee theft is every organization is at risk.

When we looked at the totality of federal actions involving employee theft over the calendar year, nearly 72% involved organizations with fewer than 500 employees. Within that data set, we found that four of every five victim organizations had fewer than 100 employees; more than half had fewer than 25 employees. Is there a connection between the size of an organization and the size of the loss? Our research suggests that there may be. While some of the largest losses occurred in organizations with fewer than 50 employees, in the aggregate, we note the following:


U.S. retail workers are No. 1…in employee theft

Light-fingered employees cost American stores (and consumers) more than shoplifters do.

It’s almost Groundhog Day, but for retailers, the holiday season is finally winding down.

“The four months from October through January are when stores see not just their biggest sales volume of the year, but also the most returns and exchanges,” says Ernie Deyle, a 30-year veteran of the retail loss-prevention wars who leads the business consulting practice at London-based data analytics firm Sysrepublic. “Unfortunately, the same four months account for about half of all annual shrinkage.”

That shrinkage, made up of missing goods from shoplifting and other causes, costs U.S. retailers about $42 billion a year, according to the latest Global Retail Theft Barometer, an annual industry study led by Deyle and inventory management firm Checkpoint Systems.

 Shoppers pay the price for such theft. The cost of mysteriously vanishing merchandise comes to $403 annually per U.S. household.

Of course, retailers everywhere deal with shrinkage, but there is one big difference between the U.S. and the rest of the world: Globally, dishonest employees are behind about 28% of inventory losses, while shoplifters account for a markedly higher 39%. Not so stateside, the study says, where employee theft accounts for 43% of lost revenue. That’s about $18 billion, or $2.3 billion more than the cost of five-finger discounts taken by customers.

Police step up efforts for holiday crime

As the holiday season gets under way, local police are gearing up for the all-too-predictable spike in property crime.

Hanford police Capt. Pat Crowe said officers will be stepping up their game over the next few weeks to deter vehicle burglaries, robberies and other crimes typical of this time of year.

“Every [patrol] shift was tasked with coming up with their own holiday project,” Crowe said.

Crowe said those projects include probation and parole sweeps focusing on individuals with known histories of gang activity, drug-related offenses and property crimes. Foot patrols and motorcycle units will also increase their presence at the Hanford Mall and other major shopping centers.

“Our main focus is to be visible and hopefully deter criminals from doing what they’re going to do,” Crowe said.

Lemoore Police Chief Darrell Smith said each of his department’s patrol shifts also devised a plan to tackle holiday crime. The result was a number of special operations that will unfold through New Year’s Eve.


Police offer tips to stay safe during holidays

If you’re tempted to share your holiday plans or photographs of Christmas loot on social media, local law enforcement officials want you to think twice.

“We live in an age where people put so much information out there about themselves,” said Cindy Kozerow, crime prevention specialist with the Lynchburg Police Department.

“Do not announce on Facebook, ‘Hey, we’re going to grandma’s for the holidays,’ because what that says is ‘Hey, my house is empty, so come and steal my stuff.’”

She explained how the holidays present a unique opportunity for thieves looking to capitalize on people’s good will and sense of safety in their own homes.

Checking in at stores on social media pages or opening window curtains at night to show off decorations lets potential thieves know when your home is empty, and gives them a glimpse of goods stashed under your Christmas tree.


‘Shoplifting Season’ for local businesses

Rogue River, Ore — The holiday shopping season can mean trouble for local businesses as big crowds come in but some say they’re sick and tired of getting ripped off. Sometimes it’s as simple as a Facebook post.

In Rogue River the police are working with one local business to make sure their products stay on the shelves and don’t fall into the hands of thieves.

“We’re a small store, and it really hurts us,” said Justin Norris.

At Rogue River Pharmacy and variety store shoplifting is something assistant manager Justin Norris has to deal with far too often.

“Lately we’ve had a problem with people from out of town coming in and shoplifting,” said Norris.

Rogue River police are looking to put an end to it by posting pictures online of suspected shoplifters and suspicious persons, one of whom confronted a uniformed police officer before leaving empty handed Tuesday.
