Instead of looking at the tags or the waistbands, shoplifters follow the leg of each pair of jeans down to the end. They are checking for electronic article surveillance tags (EAS) commonly called security tags.
These shoplifters are trying to find pairs of jeans that did not have EAS tags on them. They want to be able to steal the jeans without being conspicuously identified by an alarm sounding as he exited the store. If they can find a pair of jeans without the tags, they have a better chance of making a clean escape.
